Analisis Pengembangan Sumber Daya Manusia pada Lembaga Penyiaran Republik Indonesia Merauke
Abstract
This study aims to analyze the quality of human resources (HR) in improving the effectiveness of public services at LPP RRI Merauke. This research employs a qualitative approach with a descriptive design. Data were collected through observation, in-depth interviews, and documentation involving 11 informants consisting of leaders and staff members. The findings indicate that HR quality plays a significant role in determining the effectiveness of public service delivery. In terms of competence, employees are generally capable of performing routine tasks; however, their mastery of digital technology remains limited. Professionalism is considered adequate but not yet optimal due to limited human resources and high workloads. Employees’ adaptability to technological and organizational changes varies among individuals. HR development programs have been implemented through training, but they are not yet systematic or evenly distributed. Meanwhile, employee motivation and job satisfaction are relatively good, although still influenced by limited facilities and reward systems. Overall, improving public service effectiveness at LPP RRI Merauke requires strengthening competencies, professionalism, adaptability, and sustainable, needs-based HR development strategies.
