This study aims to determine and analyze the implementation of the functionalization of the guidance system in Class II B Merauke Correctional Institution (Lapas) and identify factors that influence the success of guidance for inmates. The focus of the research is directed at the extent to which the principles of corrections are implemented in accordance with the mandate of Law Number 22 of 2022 concerning Corrections, especially in realizing guidance that is educational, humanistic, and rehabilitative in order to reduce recidivism rates. The method used is an empirical juridical legal research method with a qualitative approach. Data collection techniques are carried out through interviews, observations, and documentation studies of Prison Officers, Inmates, and supporting documents. The data obtained were analyzed descriptively qualitatively to examine the suitability between legal norms (das sollen) and ongoing coaching practices in the field (das sein). The results of the study indicate that the coaching system at the Merauke Class IIB Correctional Institution aims to realize a protective-based punishment, with a focus on education, rehabilitation, and reintegration. The coaching system has been implemented through personality coaching programs (such as religious and legal awareness) and independence coaching (such as job training and entrepreneurial activities). The division of work structures in the fields of Registration, Health, and Work Activities also supports the coaching process. However, its implementation still faces obstacles such as limited facilities, lack of officers, difficult-to-manage inmates, negative social influences during the integration process, and minimal budget support. Therefore, improving facilities and infrastructure, improving internal management, and strengthening cross-sector coordination are needed so that coaching for inmates can run optimally and have a real impact on the social reintegration process.
