Everyone entering the territory of Indonesia must undergo inspection by Immigration Officers at Immigration Checkpoints (TPI) in accordance with Law Number 6 of 2011, Ministerial Regulation Number 9 of 2024, and the 2025 Decree on the List of Immigration Checkpoints. This study aims to assess the effectiveness of immigration officers in inspecting foreign tourist traffic in the waters of Agats, Asmat Regency, and to identify the obstacles and challenges they face. Using an empirical juridical method, the research combines legal provisions with field observations. The findings show that the role of Immigration Officers from the Class II Immigration Office TPI Merauke in monitoring foreign tourist traffic in Agats is ineffective. This is due to the lack of a strong legal framework, insufficient number of qualified officers, limited supporting facilities, and low community participation. Additional obstacles include inadequate infrastructure, limited human resources, and difficult field access. The challenges faced include low public awareness, complex social and cultural conditions, and slow adaptation to immigration technology developments.
