This study examines the dynamics and barriers in absorbing public aspirations during the recess period of the Regional House of Representatives (DPRD) in Merauke Regency. The recess is a key mechanism for democratic representation, allowing legislators to engage directly with constituents. However, in practice, the effectiveness of aspiration absorption remains questionable. This research employs a qualitative case study approach through in-depth interviews, observation, and document analysis involving DPRD members, Bappeda officials, and community representatives. The findings reveal that although the recess provides a formal platform for public participation, the process is constrained by structural, political, and institutional barriers. These include misalignment between public aspirations and regional development planning (RPJMD), limited fiscal capacity, bureaucratic hierarchy, political intervention, and low accountability in follow-up actions. The study concludes that aspiration absorption remains procedural rather than deliberative, failing to produce transformative outcomes. Strengthening participatory mechanisms, integrating public input into planning systems, and improving transparency are essential for enhancing democratic governance at the local level.
